The Water Utility supplies water to approximately 2,500 customers (8,000 people) in Butler and additionally supplies the High Crest Lake section of West Milford and the Borough of Kinnelon. The Kakeout Reservoir is the source of potable water for the Butler system, with a capacity of approximately 950 million gallons. The water undergoes conventional treatment, including clarification and filtration. We also treat with chlorine before being delivered to our customers. The water plant provides approximately 1 million gallons per day of treated water to its customers, but supplies as high as 2 million gallons per day during the summer months.
In the spring of 2015, the treatment filters underwent a complete replacement of media in order to ensure compliance with DEP regulations. In addition, improvements have been made to the facilities with the installation of new pumps to deliver water from the reservoir to the filters, and a computer system for improved control of the treatment process.

What do I do if I experience discolored water?
Following a disturbance to the water system, Butler Water customers may experience discolored water. This may be due to fire department activity, construction or emergency repairs, or routine hydrant flushing. The discolored water results from deposits of naturally occurring minerals in the pipes. Typically, the water will clear up within an hour.
If you experience discolored water, you should flush your service line by running your cold water tap until the water clears. Avoid using your hot water, as this may cause the discolored water to become trapped in your hot water heater. Customers should avoid washing laundry until the water clears, as the discolored water may stain fabrics.
If the problem persists for several hours or more, please contact the Butler Water Department for assistance.
What do I do if my water service is interrupted due to a water main break?
When a water main break occurs, the Butler Water Department strives to complete repairs and restore normal service as quickly and safely as possible. As repairs are underway, some customers may experience disruption of their normal water service. Once your water service is restored, the Butler Water Department encourages you to take the following measures:
- Run your cold water faucets for 3-5 minutes to flush your service connection and interior plumbing.
- Empty and clean automatic ice makers and water chillers according to the manufacturer’s instructions.
- Drain and refill your hot water heater if the temperature is set below 113 degrees Fahrenheit.
- Water softeners and filtration systems should be run through a regeneration cycle or other procedure recommended by the manufacturer.
Important information regarding hydrant flushing
The Butler Water Department conducts the hydrant flushing program twice each year, typically in April and October. Regular hydrant flushing is vital to clean and maintain the water distribution system and ensure the highest quality water is consistently delivered to our customers.
Customers are advised to take note of when hydrant flushing will occur in their neighborhood, as they may experience low pressure or discolored water as a result. These problems typically resolve themselves within an hour. Customers may find the hydrant flushing schedule posted at www.butlerborough.com prior to the start of flushing each spring and fall. Water and Sewer is billed quarterly.
1st quarter is April (consumption for this bill covers Jan, Feb, and March)
2nd quarter is July (consumption for this bill covers Apr, May and June)
3rd quarter is October (consumption for this bill covers July, Aug, Sept)
4th quarter is January (consumption for this bill covers Oct, Nov, Dec)
Sewer is billed by actual consumption for the 4th and 1st quarters. Sewer billing for the 2nd and 3rd quarter is based on the average of the 1st and 4th quarters.
4th quarter consumption 20,000 gallons
1st quarter consumption +10,000 gallons
Total consumption 30,000 gallons ÷ 2 = 15,000 gallons
Water per thousand gallons is $5.00. Base rate per unit* is $43.00 for a 5/8 or 3/4 inch meter.
Sewer per thousand gallons is $6.55. If the water meter is larger than 3/4 inch, base rate will be higher. Call our office for the actual base rate for larger meters.
*Unit - a room or group of rooms used as a separate entity.
